The memorial stands in a green space off North Sichuan Road in Hongkou, Shanghai. The Fourth National Congress of the Communist Party of China met in Hongkou in 1925; the original building was destroyed in war, and the memorial was built nearby. Together with the memorials of the First and Second Congresses it forms one 5A scenic area.
